Program description
In general terms, the objective of this action is to coordinate and support pilot projects implementing generative artificial intelligence (GenAI) solutions fully integrated into the operational workflows and IT systems of participating public administrations.
First, this action aims to increase the scalability and replicability of successful GenAI pilot solutions. This includes the ability of projects to be replicated by other public administrations and effectively adapt to a growing number of users, authorities or areas of application.
Second, common needs of public administrations for "Made in Europe" GenAI solutions will be identified, facilitating demand aggregation at the EU level to benefit European startups. As a result of these efforts, the action will deepen cooperation between public administrations of member states, laying the foundation for a sustainable GenAI community.
Through knowledge sharing, tools and mutual learning experience, this community will help accelerate technology adoption and strengthen trust in European GenAI solutions.

Eligibility
A consortium consisting of at least 3 independent applicant-beneficiaries (unrelated legal entities) from 3 different countries.
Supported Activities
Expected result:
- Facilitating replication and scaling of GenAI-based pilot solutions in public administrations and member states, confirmed by their ability to adapt to new users, levels of governance or service areas. Such contribution will be ensured through specific tools, including starter kits, a repository of replicability assessments, as well as individual recommendations, documentation and communication support.
- Targeted support for national procurement procedures (where appropriate), including through the creation of a helpdesk service.
- Aggregating demand of public administrations for European GenAI solutions, particularly in the form of technical benchmarks and other tools.
- Establishing cooperation between public administrations and startups based on common needs and opportunities identified in technical benchmarks, etc.
- As a complement to the communication strategy of pilot projects – supporting promotion and awareness-raising activities implemented by public administrations, including development of information and communication materials.
- Enhanced integration of public administrations into the broader European AI ecosystem through synergy with initiatives such as AI-on-Demand Platform, EDIHs, AI Factories and other relevant programs, as well as alignment with European Commission initiatives aimed at supporting AI adoption in the public sector.
